构建城乡统筹基层党建新格局具有非常现实的价值意义,但也面临着诸如思想认识、城乡体制、组织领导等方面的困境。创造性地推进这项工作,必须坚持统筹规划与有序推进、共性均衡与个性鲜明、联合共建与独立自主、组织领导与利益主导等重大策略原则,从创新党组织设置方式、创新党的基层干部选任机制、健全党员教育管理服务模式、建立健全城乡党建资源整合系统等方位入手,全面设计构建城乡统筹基层党建新格局的战略路径。

New Theoretical Model Construction for Urban and Rural Grass-roots Party

Construction of a new pattern of urban and rural grass-roots party has a very real value of significance.Neverthless,it faces problems such as thinking and understanding of urban and rural structure,organization and leadership.To promote this work creatively,we must establish a system with the overall planning,orderly balance,distinct personality,and organization independence and cooperation.We should improve selection mechanism for grass-roots party cadres,education of Party members,service model management,and Party resource building system with urban and rural integration,in order to build a comprehensive new strategic pattern in urban and rural areas.
