| 摘 要： | 组织创新是当前军工科研单位体制改革的一项重要内容.军工科研单位的组织创新与设计的目标,是在稳定军品研究与开发、确保军品研究与生产任务完成的基础上,加快民品的开发力度,以便形成一种军民结合的新型的科研体制和组织结构.本文围绕组织创新,构建了军品、民品、三产并举的组织设计模式--以事业部为基础的矩阵式组织管理模式.该模式有利于军工科研单位组织创新目标的实现.

| Abstract: | The organizational innovation is an important part of the present system reform of the scientific research unit of military industry.Its aim is to speed up the development of civil products on the basis of stabilizing the research and development of military products in order to form a new type of scientific research system and organizational structure suitable for the military products combining with civil products.Therefore,centering around the organizational innovation it is intended to seek for establishing a model of organizational design and management which is composed of military products,civil products and the third industry - a matrix model based on institutional department.This model is helpful to the realization of the organizational innovation of the military scientific research unit. |
