摘    要:21世纪,人力资源的开发和利用已经成为区域经济的发展核心问题,人力资源和经济的发展有着密切的联系,对区域经济的发展起着主导作用,是区域经济发展的源泉和主要动力,在区域经济发展中贡献率最高。人力资源只有与区域经济发展相互协调、相互结合才能发挥其巨大效应,现阶段中国人力资源开发仍然存在着很多阻力和问题,因此,必须建立健全人力资源市场制度体系,广辟就业门路,加强教育培训,控制人口增长,加快第三产业的发展,为人力资源开发创造良好的环境。

Abstract:In the 21st century, the human resource development have become the core of regional economic development. Human resource development has a tight relation with economic development, plays a guiding role in the regional economic development, is the main source and motive force for regional economic development and has the highest contribution rate in regional economic development. Only when the human resource development coordinate with regional economic development, could it be given full play to. At present, the human resource development in China is still faced with lots of obstacles and problems, so a human resource market system should be set up and amplify, the job opportunity should be widened, the education and training should be strengthened, population growth should be controlled and the development of the tertiary industry should quickened so that a good environment could be created for human resource development.
