京津冀协同发展背景下涿州城镇体系发展构想

京津冀协同发展为涿州城市化提供了更好的空间,优越的区位条件、交通一体化措施以及丰富的文化资源等使得涿州能够快速融入京津大都市。长期以来涿州实际上已经突破行政区划限制与首都有了更多的合作,京津冀协同发展进一步提升了这种合作的速度,涿州将会成为“北京-保定”城市链上的节点城市。为了提升涿州城市化水平,涿州需要按照“分层+分步”的发展方式,以涿州核心区域为中心向腹地逐渐扩展,在腹地的核心区域内形成“三层次”城市环,同时要构建“米”字形的交通网络,将腹地内的11个乡镇中心地整合在一起。除了要在行政区划内对中心地进行整合,还要在更加广泛的空间内考虑问题,构建“涿州—房山”、“涿州—固安—廊坊”、“涿州—霸州”、“涿州—高碑店—涞水—易县”等城市链,使得涿州能够更好地受到来自保定、廊坊、北京的城市辐射,并通过“涞涞易”城市链传递到保定西部。

Zhuozhou Urban System Development in the Context of Beijing-Tianjin-Hebei Coordinated Development

The coordinated development of Beijing,Tianjin and Hebei provides better opportunities for the urbanization of Zhuozhou.Its superior geographical locations,traffic integration measures and rich cultural resources enable Zhuozhou’s fast integration into Beijing-Tianjin metropolis.Zhuozhou has in fact broken through the administrative division limit long ago and thus has more cooperation with Beijing.The coordinated development of Beijing,Tianjin and Hebei has further improved the speed of this kind of cooperation.Zhuozhou will become a node-city on the“Beijing-Baoding”urban chain.In order to improve its urbanization level,Zhuozhou needs to adopt the mode of layered development followed by step-by-step approach,expand gradually to the hinterland with the core area of Zhuozhou as the center,and form a“three-level”urban ring in the core area of the hinterland.At the same time,radial patterned traffic network must be formed,in this way eleven township centers in the hinterland can be integrated.In addition to integrating the central place within the administrative division,it is necessary to consider the problem in a broader space,and construct the following urban chains such as“Zhuozhou-Fangshan”,“Zhuozhou-Gu'an-Langfang”,“Zhuozhou-Bazhou”,“Zhuozhou-Gaobeidian-Laishui-Yixian”,so that Zhuozhou can better receive urban radiation from Baoding,Langfang and Beijing,and transmit the radiation to the west of Baoding through the“Lai-Lai-Yi”city chain.
