| Abstract: | Through the analysis of citizens' comprehensive quality, the article regards the human development as the central task of the sustainable development of small cities and towns. Thus stresses must be focused on the citizens' ability construction as well as their potential development, and associated measures must be taken in terms of renovating concepts, innovating systems, improving cultivating environment and strengthening legality construction so as to improve the citizens' comprehensive quality. |
