新农村新保障:构建农村社会保障新体系

我国现存的农村社会保障体系缺乏应有的社会性与福利性,法制不完备,效率低下,社会化程度低,没有良好的运营机制。建设社会主义新农村,政府应当而且必须向农民提供有效的社会保障,这是公民生存权与发展权的需要,也是社会保障公平价值取向的需要,更是新农村经济持续发展及农村稳定的需要。作为新农村建设的基础依托,完善的农村社会保障体系应是非均衡、家庭保障与社会保障相结合、公共财政适度支撑、法律体系完备且与相关涉农政策相配套的新体系。

On the Establishment of a New System of Rural Social Security

The existing social security system in our countryside lacks sociality and welfare.It demands improvement in its legal system,efficiency,socialization and its running mechanism.In order to build up a socialistic new countryside the government should and must offer effective social security,which is essential in guaranteeing the citizen's subsistence and development,the justice of social security and the stableness and the sustainable development of the countryside.An established system of rural social security should be one of unbalancedness,combining social security with household security and moderate support from public finance and featuring self-contained legal system matched with corresponding agriculture policy.
