美国公共外交的兴起

“9·11”事件发生之后 ,公共外交引起了美国社会各界的高度重视 ,越来越多的着眼于公共外交的学术著述和政策计划先后推出。其实 ,美国的公共外交并不是一个新事物 ,早在冷战期间就作为遏制战略的重要组成部分。本文在考察公共外交概念、特征以及外交价值的基础上 ,认为公共外交是2 1世纪外交理念转型的一个趋向 ,应该引起各方面的高度重视

The Rise of U.S. Public Diplomacy

Sine the September 11 th incident, great attention has been attached to public diplomacy, and more and more academic books and policy plans focusing on public diplomacy have been published. However, public diplomacy is nothing new in the United States. During the Cold War era, public diplomacy was already an important part of the containment strategy. With an examination of concept of public diplomacy, and its characteristics and value, this paper holds that public diplomacy embodies a tendency of transition of diplomatic ideas in the 21 st century, and, therefore, deserves great attention.
