民族地区小康社会建设与城镇化建设

本文认为,中国民族地区地域辽阔,各地差异大,在小康社会建设中不可能平行推进。城镇的聚集效益和规模效益决定了其在区域开发中的战略高地作用。民族地区(本文研究的范围包括西部12个省市、自治区)城镇建成区面积只占国土面积的7/10000,但聚集了25%的人口和55%的社会生产力。城镇是民族地区小康社会建设五大战略任务的空间集合,抓住了城镇开发,就牵住了民族地区小康社会建设的关键。民族地区小康社会建设的总体方略是:以加快城镇化进程为主线,以加快城镇经济为中心,以提高人的素质为基础,以实现可持续发展为目标。

The Construction of Well-society and Town Turns Development in National Regions

National regions in china are west in territory and differ greatly in local conditions. Therefore it is impossible for every regions to keep the same pace in the construction of well-off society .The profits achieved by means of large scale of turns decide its strategic function in regional development. The area of town in national regions (including 12 provinces and cities in western areas)only covers 0.07 percent of territory, but admit 25 % percent of population of china and 55 percent of productive forces as well. The five strategic tasks in the construction of well-off society in national regions express themselves in towns of national regions ,therefore the development of towns is the key point in the construction of well-off society in national regions .The general plan of construction of well-off society in national regions include following aspects accelerating the process of town turns development is thread, developing town economy is the center, improving people's quality is the base and fulfilling sustainable development is the goal.
