| 摘 要： | 运用概念操作化方法,从空间可及性、时间可及性和经济可及性三个维度,构建了农村居民卫生服务可及性的概念模型和数学模型;以1993—2003年陕西省卫生服务调查数据和我们采集的抽样调查数据为依据,运用数学模型,计算出新农合对农村居民卫生服务的空间可及性、时间可及性和经济可及性的影响程度;并从提升基础医疗机构服务能力、完善医疗救助体系、逐步实现新农合与城镇居民医疗保险并轨运行三个层次,提出进一步增强农村居民卫生服务可及性的对策建议。

| Abstract: | The paper approaches the urgent issue of rural medical service in China in terms of spatial accessibilty, temporal accessibility and financial accessibility.Based on statistics obtained from Shaanxi Province in the period of 10 years from 1993 to 2003.the paper studies the influences of the three factors upon the coop medical care and suggests measures that the government ought to take to effectively implement medical services in China's rural regions. |
