| 摘 要： | 民主行政理论起源于20世纪60年代，70年代奥斯特罗姆正式提出民主制行政，在80年代因新公共管理的兴起而走向沉寂，直至90年代末新公共服务的提出而再次引起了学界的讨论，该理论经历了发展、成熟、低谷与再发展四个阶段。民主行政不断变迁与发展的脉络，说明了民主价值在人类社会中的重要地位，民主保证了公民之自由、独立之精神。

| Abstract: | The theory of democratic administration originated in the 1960s, then in the 70s, Ostrom for- mally put forward the concept of democratic administration. Yet in the 1980s,it sank into silence because of the rise of new public management theory. Then in the 1990s, with the proposition of the new public serv- ice theory,it rose again to the focus of academic discussion. Altogether the theory has gone through the four stages of origination, maturity, low ebb, and redevelopment. The development of democratic adminis- tration has showed the important role of democratic values in human society, and democracy can ensure the freedom and independence of the citizens. |
