择校治理政策的执行力问题研究

现实生活中的择校现象严重影响教育公平的实现。为破解择校难题，我国政府出台了多项政策，然而政策效果却未能达到预期目标。其原因在于三个方面：政策自身存在缺陷、政策执行体制不健全、政策执行者存在问题。对此，应改善择校治理政策的实施环境，促进义务教育均衡发展；完善政策执行体制，切实保障政策执行；建立利益平衡机制，提升执行者综合素质。

On the Executive Ability of School Choice Governance Policy

School choosing is an important factor affecting education equality. To solve this problem, the government has issued many policies,however,they failed to achieve expected goals. There are three main reasons.defects in the policy itself,bugs in the policy implementation system, and problems created by policy executors. We should accordingly take three steps. Firstly, improve the implementation environment of the school choice governance policy and promote the balanced development of compulsory education. Secondly, perfect the policy implementation system to ensure the policy effects. Thirdly, establish the mechanism of balancing of interests, and improve the comprehensive quality of the policy executors.
