基于横向监督的生态退耕管护问题研究——来自青海化隆县沙连堡乡的实证分析

管护是退耕最终成功的重要保证。沙连堡退耕管护制度的成功经验集中体现在三个方面：构建了横向监督制度;提高了寻租成本;确立了政府与退耕户之间有效的“承诺—信任”机制。这种基于横向监督的生态管护制度结构不仅有力地推进了退耕工程的开展和退耕成果的维护,而且为其他地区维护退耕成果,从而促使我国退耕还林政策的进一步完善提供了经验借鉴。

Research on Management and Protection of Returning Farmland to Ecosystem Under Horizontal Monitor——Positive Analysis from Shalianbao, Hualong Country, Qinghai Province

Management and protection is a very important guarantee for returning farmland to ecosystem.There are three main successful experiences in management and protection of Shalianbao.Firstly,it constructs a system of horizontal monitor between the farmers and the wood protector.Secondly,it increases the expense of rent seeking.Thirdly,it successfully builds up an advantageous relationship between the government and the farmers by acceptance and faith.The successful experience shows us a special logic between cooperation and restrain.When an efficient organizational structure restrains the active of rent seeking,it would also build up the confidence of the policy of returning farmland to ecosystem by the farmers.
