| 摘 要： | 民国时期灾荒频发 ,为救济灾荒 ,北洋政府和南京国民政府 ,在传统荒政基础上 ,吸收外来的救灾制度与经验 ,在救灾程序、措施、财政、管理等制度方面进行建设 ,初步形成了一个现代性制度框架。毋庸讳言 ,民国时期的中国是一个非法制化社会 ,许多制度具有虚置性 ,这种弊端政情使救灾制度效能降低 ,造成灾民风雨霜露、饥寒颠踣的情事与民国历史相伴随

| Abstract: | There were frequent famines in the period of Republic of China. To relieve famine and absorb domestic and foreign famine-relieving experience, the government of the Republic of China established a more complete system to relieve famines. Frankly speaking, the Republic of China was not yet a society ruled by law and as a result difficulties existed in carrying out the famine relief system. |
