| 摘 要： | 社区是社会的基层组织,和谐社会的构建需要和谐的社区治理。而和谐的社区治理需要多方面的协调,NGO在社区利益的协调、矛盾的化解、服务的提供、环境的维护、就业途径的拓宽等方面可发挥其独特的作用。政府应当通过多方面的努力,引导与培育NGO,使其在构建和谐社区中发挥应有的作用。

| Abstract: | A community is a basic unit of society.The construction of harmonious society calls for harmonious community administration which requires coordination of various sides.NGOs play a unique role in coordinating different community interests,solving conflicts,providing service and broadening employment opportunities.The government should take appropriate measures to encourage NGOs. |
