人口素质刍议

人口素质是指人口群体所拥有的，决定其面貌和发展前途的，自然和社会的最基本要素的总和。人口素质是由身体素质、心理素质、文化素质和道德素质四个要素构成的。制约人口素质发展的重要因素是经济、政治和教育，经济条件为人口素质的最重要的基础，政治则要通过法律、国家机关的活动以及文化等方式对人口素质产生作用，教育对人口素质的提高有着极为密切的制约关系。

The population qualities here denote the sun total of the most essential factors of nature and society,which are owned by the population grcups and decide the groups' outlook and prospect.The population qualities consist of four factors:physical quality,psqchological quality,cultural quality and moral quality.And the timportant factors which restrict the development of the population qualities are economy ,polictics and education,among which economy condition is the most important base for the population qualities ,ploctics affects the population qualities through the activities of law and state organization and uage of culture ,etc.education has a very dose restrided relation with the raising of the population qualities.
