制度评价的标准选择及其哲学分析

哲学视野中的制度评价需要确立三个标准:合理性标准、合法性标准和现实性标准。制度的合理性标准是指制度是否具有逻辑的一致性,制度的内容是否符合制度的内在规律,着眼于制度效率;制度的合法性标准是指制度是否具有存在的法理基础,制度的价值选择与目标定位是否与社会发展要求相适应,着眼于制度公正;制度的现实性标准则是指制度是否具有可实现性和可操作性,制度实施成本的高与低,着眼于制度的实现能力。

The Standard Selection and Philosophical Analysis of System Evaluation

The establishment of system evaluation from philosophical perspective need three standards: rationality,validity and reality. The standard of system rationality is the standard to judge whether system is of logical consistency,and focuses on system efficiency; the standard of system validity is to judge whether system exists on the legal basis,and focuses on system justice;the standard of system reality is to judge whether the system is practical and functional,and focuses on the realization of system.
