吏治腐败与体制、机制创新

吏治腐败是最大、最严重的腐败,是一切腐败的根源.20世纪90年代中期以后,由于种种复杂的原因,中国社会出现了以跑官要官、买官卖官为特征的吏治腐败现象,并且呈现出多案窝案化、公开半公开化、资金大额化、职务高级化等特点.跑官要官、买官卖官现象之所以屡禁不止、愈演愈烈,除了其他复杂的原因之外,现行政治体制和权力运行机制存在的缺陷和弊端,是其中一个重要的原因.现行政治体制的弊端主要表现在:权力结构存在严重缺陷,主要领导干部的权力仍然过分集中,且不受制约或很少受到有效制约;权力--责任--利益机制扭曲,权力利益巨大化和权力责任虚空化倾向严重;监督乏力,惩治被动,导致"腐败黑数"大量存在.要遏制和消除跑官要官、买官卖官等吏治腐败现象,最重要的是要实现政治体制和权力运行机制的创新.
