利益均衡与权利保障:和谐社会视域中的制度建设

本文的基本观点是:对公平正义的制度表达,构成了社会主义和谐社会的中心任务.追求和谐社会也就是追求社会对公平正义的制度表达.为此,本文论证了和谐社会制度建设的基本内容.认为在中国社会的现实基础上构建和谐社会,一方面必须不断健全社会公平的保障--利益均衡的制度机制;另一方面必须不断完善社会正义的形式--权利保障的制度机制.和谐社会只有在利益均衡、权利保障的制度机制科学配置和有效运作的条件下才能发生和可持续发展.

Benefit Equilibrium and Right Guarantee: System Construction in the Sight of Harmonious Society

This paper holds that expression of the fair and just system is the core task of harmonious society of socialism. And pursuit of harmonious society is to seek the fair and just system of the society. Therefore, the paper demonstrates the basic content of institutional construction of harmonious society. To construct the harmonious society on the basis of the situation of the Chinese society, on the one hand, the system mechanism of benefit equilibrium, guarantee of the justice of the society, must be continuously amplified; On the other hand, system mechanism of right guarantee, the form of the justice of the society, must be perfected unceasingly. Harmonious society can only exist and develop under the condition of scientific distribution and effective operation of system mechanisms of benefit equilibrium and right guarantee.
