| 摘 要： | 建立有效的明确企业所有者与经营者权利与责任机制的前提是具备协调有序的组织结构。针对我国国有资产所有者缺位的问题 ,参照新加坡政府宏观管理国企的组织框架 ,提出建立以国有资产管理局为国资的所有者代理机构的宏观管理组织结构 ,然后 ,设计以工会作为监督力量的国资控股企业的企业内部管理组织结构 ,以期更有力地改善国企经营的亏损现状。

| Abstract: | The correspond organization is the precondition to build the effective mechanism of the owner and manager's right and responsibility. This paper brings forward the viewpoint that state-owned capital management bureau should act as an agent of the state-owned capital owner.Based on the viewpoint upwards, the paper designs the marco-management organization aimed at the absence of the state-owned capital owner and the micro-management organization emphasized the supervisory effect of the Labor Union in order to change the stagnation of the state-owned enterprise. |
