| 摘 要： | 土地是农业生产的根本，完整的产权是市场机制发挥作用的基础，然而考虑到中国的国情，却只能以限制农民耕地产权的方式来保障粮食安全。分析了我国目前耕地产权制度的合理性和历史的过渡性，并在理论上解释了这个现象。

| Abstract: | Agriculture is based on farmland and the complete rights of farmland guarantee the smooth operation of marketing mechanism. However, China＇ s enough and stable food supply must be founded on limited farmland rights when China＇ s national conditions are taken into consideration. This article analyzes the rationality and historical transition of our current farmland rights and explains this phenomenon in theory. |
