摘    要:中国处于社会转型时期,执政的中国共产党在完成自身的转型同时要不断调适自己的执政理念、执政方式以适应快速发展的现实要求。执政党必须不断调适自身的组织基础、组织资源、组织制度及组织绩效,才能不断回应和解答现实提出各种挑战,努力形成合力,进而推动全面建成小康社会和实现中国民族伟大复兴的中国梦。

Abstract:Based on the further interpretation of the 18th CPC National Congress Report and from the comparative perspective, this article analyzes the specific reasons for which the new "two whatevers" and the old ones were put forward and the enormous impacts they have exerted on the former and the current times respectively. Then it comes to the implications of this comparative study, including a thorough change in the governing philosophy of the Chinese Communist Party, a profound summary in its gov- erning practice, and a major change in its governing method. The new "two whatevers" proposed at the 18th CPC National Con- gress not only show its transformations and deepening in the Party's governing concept that "the Party is established for the public and it exercises state power for the people", but also show its great innovation. So this comparative study of the old and the new "two whatevers" has profound theoretical and practical significance.
