| 摘 要： | 国际分工、专业化生产和世界经济全球化的急剧发展要求世界各国之间必须进行有效的国际经济合作，进行有效的国际经济合作需要有能对合作者进行约束和规范的制度与管理机构。当前，国际经济合作在大发展，亟需建立能保证合作有序进行的制度和全球性的机构。

Such cooperation should be administrated by certain regulations, systems and organization. With the rapid development of international economic cooperation, a global administrative organization must be set up to guarantee good cooperation among all the countries. |
