| 摘 要： | 循环经济是实现可持续发展战略的理想经济范式.东北老工业基地在长期的发展中一直在走传统工业的老路,造成生态环境的严重破坏和自然资源的枯竭.德国的鲁尔工业区也曾经历过这样的一个衰落期,但最终通过走循环经济之路取得了惊人的成就,成为许多国家学习的范例.要想发展循环经济,必须立法先行.东北地区可以从立法的基本原则、立法模式和法律制度的构建等方面来进行有益的探索.

| Abstract: | The circular economy to achieve sustainable development strategy is the ideal economic paradigm.The old industrial bases in Northeast China's long-term development of traditional industries have been taking the old road,causing serious environmental damage and the depletion of natural resources.Germany's industrial Ruhr region had experienced such a period of decline.However by resorting to the circular economy road,it finally achieved amazing achievement,becoming a model for many countries.To develop the circular economy,we must first make laws.The Northeast China can explore the countermeasures in terms of the basic legislative,mode and system construction,etc. |
