| 摘 要： | “走出去”投资发展，是我国继续对外开放所实施的新战略。在当前国际金融危机继续、经济危机蔓延、贸易保护主义肆虐的态势下，特别是在我国众多涉案企业遭遇国际贸易摩擦重创的情况下，如何博弈贸易保护“围剿”并实现走出去发展的问题，已经急迫地摆上了国家的战略日程。我国改革开放30年的实践证明：只有“走出去”投资发展，才能融入经济全球化；只有坚定不移地实施“走出去”发展战略，才是实现中华民族伟大复兴的必由之路。
