| 摘 要： | 2008年北京市开始实施城乡居民养老保险,基于新农保的制度框架,将所有社会养老保障"缺位"的群体纳入覆盖范围,建立统筹城乡的居民养老保险制度。通过社会保障学分析表明,这一制度安排仍存在一些不足。为了进一步完善城乡居民养老保险制度,建议从以下3个方面着手:其一实行基础养老金普遍化发放,其二实行个人账户储蓄市场化运营,其三实现与其他制度之间的全面无缝化衔接。

| Abstract: | Beijing has established the urban and rural residents endowment insurance in 2008,which is based on the structure of new rural pension insurance system.This is a kind of pension insurances covering all who got no pension before and balancing urban and rural social security development.The analysis of Social Security shows that the system has some problems.In order to prefect urban and rural residents endowment insurance,several measures should be taken.Firstly,basic pension may be generalization.Secondly,the authority should manage pension fund market operation.At last,the cohesion between different pension systems may be more strengthened. |
