我国社区NGO发展现状与思考:基于社会资本的视角

"善治"描绘的是国家与公民个体对社会管理水平的良好期待,即实现有效治理。单中心秩序模式的超负荷运作呼唤新的制度设计,善治语境下的社会管理体制更强调多元合作、参与治理。社区NGO在吸纳散居社会个体、搭建国家-社会互动平台的基础上随之成为治理主体一极。多极非均势治理主体的复杂博弈同样引发一系列问题:主体权力边界模糊、自治力量分化、社会网络空间缺失、治理主体单一、信任危机频发,治理模式下的社区NGO困难重重。社会资本理论在摒弃纯粹理性经济范式的基础上突出了对沟通文化的考量,其所倡导的网络、合作、信任等范式也为走出社区治理的博弈困境提供了一个全新的思考路径。

Current Situation and Consideration of Community NGOs' Developmental Status: A Perspective from the Social Capital Theory

The good governance depicts a good,cooperative position between the state and the society, that is,an effective governing.The position that single-center-model confronted difficulties made us seek new institutions.In the context of good governance,the social management system emphasizes the importance of diverse participation and cooperation.As the ties to maintain the vitality of the community, community NGOs become one of the main poles in governing.However,multiple poles with non-balancepower confronted difficulties:fuzzy boundaries of governmental authority,differentiation of society, scarcity of living space,a single governance body,confidence crisis existing,Community NGOs confront a lot of difficulties.Surmounting the rational economic paradigm,the social capital theory emphasizes the power about communication from a cultural angle.Networks,cooperation,mutual trust provide a new perspective for solving problems in community-governing.
