How to strengthen the nonnative population administration effectively and make the administration more scientific and modern is indeed a big task for various administrative departments. It is the first time in Gunagdong province, that Guangzhou turns to Intelligent Card system in the nonnative population administration. Compared with the traditional administration means, IC is actually an innovation not only in administrative function but also in administrative way. Meanwhile, we should admit that IC administration incurred some problems during its enforcement, all of which have to be solved accompanying the practice.
