| 摘 要： | 北洋时期无锡的工业化在全国处于领先的位置,无锡的崛起同其地方治理的措施得当是正相关的。当时无锡地方精英们掌管着大量社会自治团体的领导权,在市政管理与市政建设方面唱起了主角,而代表国家的县政府统制功能软弱乏力,形成了弱政府大社会的格局。

| Abstract: | The industrialization in Wuxi belonged to the first rank in China in the Northern Warlords Period. The fast development owed much to the appropriate local management measures. At that time, local elite who were in control of many social autonomous social groups, played an important role in local management and infrastructure construction. In sharp contrast, the local government was weak in local management. |
