| 摘 要： | 加快构建产业技术创新体系是上海实现创新转型的重大战略。上海产业技术创新体系建设必须紧密对接国家战略性新兴产业发展战略与规划，立足国际视野抢抓重大技术机遇；坚持发挥上海产业、金融、科技、人才等综合优势，坚持聚焦战略性新兴产业重点产业领域、重大项目以及新增长点的培育形成；推动产业技术来源向自主创新、引进创新、消化吸收再创新、集成创新等多源并举转变，推动产业技术形态向产品创新、工艺创新、设备创新、材料创新、服务创新多环节整合转变，推动产业技术创新重点领域向制造领域和商业模式双轮并举转变。
