论公用事业民营化的法律规制

公用事业民营化是解决当前我国公用事业种种弊端的有效途径。但由于我国公用事业立法滞后于经济的发展，导致了在民营化过程中出现了公用事业价格的法律规制不完善、政府规制的体制与手段不健全和民营化缺乏竞争机制的保障等问题。对此，我国应完善公用事业价格的法律法规，建立独立的规制机构以及公众参与的公开透明程序。此外，为了避免企业垄断的出现，还要建立相应的竞争保证机制。
