我国农村剩余劳动力转移与小城镇建设

新中国成立以后，特别是改革开放以来，中国农村剩余劳动力转移呈现明显的阶段性。近年来随着农业劳动生产力水平提高，客观上需要加快大量农村剩余劳动力的转移，但由于我国城市化建设落后于工业化发展，限制了乡镇企业上规模、上水平，也影响其对劳动力的需求和吸纳能力，必须从政策上、机制上、基础条件方面解除小城镇建设面临的障碍，才能较好地解决农村剩余劳动力转移流量增加与原有渠道变窄的尖锐矛盾。

The transfer of surplus labor power in China's rural area in relation with the construction of small cities and towns

Transfer of surplus labor power in Nee China's rural area has the characteristic feature of going on stage by stage. With the rise in the level of rural productive force, it is imminent to accelerate the transfer of surplus rural labor power whose marginal productuvity is equal to zero. However, China's urban construction lags hahind ithetrial development, thereby restricting the level and scope of township enterprises as well as limiting the demand and capacity for labor force. The paper points out that it is necessary for small cities and towns to clear off hindrances in policies, in mechanisms, and in basic conditions so as to solve satisfactorily the sharp contradiction between the increasing flow of the transfer of surplus rural labor power and the narrowing channels for employment for the time being.
