论当代中国城市社区治理的作用机制

1999年"全国社区建设实验区"的选择,标志着中国开始了社区治理的实践探索。中国社区治理的实践始于城市,城市社区治理成为当代中国社区治理的排头兵。但中国城市社区治理是怎样运转的呢?中国的城市社区治理以居委会为基石,在三大领域形成三种基本的关系,即居委会与党组织、政府组织构成了政治系统的"二元半",居委会与社区居民、社区中介组织构成了社会系统的"三点一线",居委会又与业委会、物业公司构成了经济系统的"三驾马车"。居委会作为这三种关系的联接点,促使其相互作用,推动着中国的社区治理不断走向成熟。

On the Urban Community Governance Mechanism in Contemporary China

The choice of "national community development experimental zone" in 1999 indicates that China has started the practice and exploration of community governance.Community governance practice began with city,and urban community governance is the vanguard of community governance in contemporary China.How does the urban community governance work in China? With the cornerstone of neighborhood committee,China’s urban community governance has formed three basic relations in three major areas: party organizations,governmental organizations and neighborhood committee constitute the "dual-semi" in political system;community residents,community intermediary organizations and neighborhood committee constitute "three-points in a line" in social system;industry committee,property companies and neighborhood committee constitute the "Troika" in economic system.As a connection point of these three relations,neighborhood committee promotes them to interact,and makes community governance mature in China.
