论权力制约理论及困境

权力制约问题是政治学研究中的一个核心问题 ,从亚里士多德开始 ,关于权力制约的政治学思考已有两千多年的历史 ,关于权力制约的方案也不计其数。但是 ,长期以来 ,对这一问题的思考及其实践方案的设计 ,都走上了一条用权力制约权力的思路。事实证明 ,这条道路是不成功的 ,只有超越这种思维方式 ,才会有新的认识和新的权力制约方案。

On Theory of Power Check and Its Dilemma

Power check and balance is a key issue in research of political science. Politicians have never stopped thinking over this issue even since the times of Aristotle. And numerous approaches have been put forward to control power. However, many have adopted an approach of resorting to power for checking power. This approach has been proved inefective. New approaches are to be found only when this way of thinking is surmounted.
