都铎王朝时期英国济贫法的演变

贫困以及由此而导致的流离失所在都铎时期的英国显得尤为突出，都铎政府制定了一系列济贫法令以期解决贫困和流浪问题。围绕着对穷人的管制，济贫法令发生了重要转变：由惩罚为主到区别救济为主，法令渐趋合理。都铎济贫法的演变深受当时社会救济观念的影响，而后者又同宗教有着千丝万缕的关系。早期救济观念往往来自于天主教，宗教改革后，社会救济观念也随之发生变化：由天主教会的随意施舍到新教的随意惩罚，最后回归到基督教人文主义的理性济贫。

Evolution of the Poor Law of Britain in Tudor

Intending to solve the problem of the poor and the vagrancy, Tudor government constituted a series of poor laws. Surrounding the controlling of the poor, there was a great change in Tudor poor laws： punishment gave the way to discriminative almsgiving, poor law gradually became rational. The evolvement of Tudor poor laws was affected by cotemporary almsgiving concept which had countless connection with religion. Early almsgiving idea came from Catholicism, then after the English Reformation, social almsgiving idea transformed： from the perceptual almsgiving of Catholicism to the perceptual punishment of Protestant, and then back to the rational poor relief of Christian Humanism.
