| 摘 要： | 通过对政府失灵思路的分析,发现政府失灵主要是由于缺乏竞争和没有激励导致的效率降低。结合我国改革开放以来政府体制改革的实践,我国政府提出了建设服务型政府的目标。建设服务型政府能有效提高效率,避免出现政府失灵的情况的发生。

| Abstract: | Public failure is an important concept in the theory of public choice.Upon analysis of government failure,this article points out that government failure is mainly caused by a lack of competition and motivation as well as low efficiency.Based on the experience of China’s government restructuring campaign since the opening-up,China has set the goal to build service-oriented governments that will improve administrative efficiency and avoid government failure. |
