外流文物返还问题是一个世界性的问题。文物原属国除了要坚持“有权利索还历史上非法流失文物”的严正立场外,还应该积极联合其他主要的文物流失国共同行动,充分运用外交与法律手段,利用道德与国际舆论力量,政府部门与民间政治互相配合,大力发展本国经济、文化等事业,努力提高自身的综合国力和国际影响力,才有可能最大限度地追回非法流失国外的文物。

The recovery of drained relics is a worldwide concern.The original countries must maintain the reclamation of drained relics,make joint efforts,resort to diplomatic and legal means,and give full play to moral justice and world opinion.Furthermore,the government should cooperate with non-governmental organizations,promote their economies and cultures and enhance their comprehensive national strength so as to recover more drained relics.
