我国高教投资体制改革的模式探讨

20世纪90年代中期以来,随着高等教育办学体制的改革和大众化政策的实施,我国高等教育投资体制改革也出现了一些新的变化。在多渠道投资架构的基础上形成了许多新的投资模式:以各级政府为办学主体所形成的公办高校的投资模式,以市场为办学主体所形成的民办高校的投资模式,政府与市场共同办学所形成的混合型高校的投资模式等。不同的投资模式适用于不同的办学体制和投资体制,且各有利弊,但随着高等教育体制改革的深入和市场竞争机制的逐渐完善,混合型高校必将成为未来中国高等教育领域的一种重要类型,其投资模式也将随之成为一种主流模式。

An Analysis of the Modes of Reform in China's Higher Education Investment System

Since the middle of the 1990s, along with the implementation of the policy of higher education popularization and the reform of higher education, changes have taken place in the reform of China's higher education investment system. New modes of investment based on the multi-channel financing have evolved, e.g. the public higher education investment mode by which universities are invested mainly by all levels of government; the private higher education investment mode which is market-oriented; and the mixed mode based on the investment from both the government and the market. Different modes fit in with different systems of higher education and investment and possess both advantages and disadvantages, but the mixed mode will become the mainstream of China's higher education investment modes, and "mixed" universities will be an important type of Chinese higher education along with the deepening of higher education reform and the gradual perfection of market competition mechanism.
