| 摘 要： | 行政听证制度是政治民主的推动剂，也是公民参与政治活动与行使权利的有效途径。近年来，中国各级政府广泛采用行政听证制度，并取得了较好的效果，随着中国法制化进程的不断深入，听证制度也更加科学化。但是与国外相比中国行政听证制度尚处于初级阶段，在实践当中逐渐暴露了中国听证制度存在的不尽完善的地方，主要表现为适用范围狭窄、听证形式单一、法律规定模糊不具体、缺乏专业队伍建设、信息不透明等主要缺陷。通过分析中国行政听证制度的产生，发展，尝试着针对当前行政听证制度的缺陷提出了规范有关行政听证制度的法律法规，扩大其使用范围，建立一支相对独立稳定的行政听证官队伍，完善行政听证程序，健全违反听证程序的相关救济制度等完善措施。

| Abstract: | Democracy and human rights have been reported in the administrative hearing, which is the core content of an administration procedure. In recent years, all levels of govemment use administrative hearing system to achieve good resuhs. As the development of legal system in China, the hearing system is more scientific, but there axe still many deficiencies at present. In this thesis, we put forward methods to build an administrative hearing system with high quality, construct a legislation system about hearing system, expand the applicability of hearing system procedure, perfect the hearing representative system, and provide supervision for the administrative hearing procedure. |
