人权政治化与人权的国际保护

人权的国际保护问题是二战以来国际法领域中引人注目的问题。由于人权本身的特殊性,在人权国际保护中存在着政治化倾向,一些国家利用人权实现自身的政治利益,以保护人权为名干涉别国的内政,导致人权的政治化。人权的政治化主要表现为“人权外交”和“新干涉主义”。文章指出人权政治化的原因主要在于国际力量对比的差异,而世界格局的多极化应成为人权国际保护的重要基础。

The Politicalization and International Protection of Human Rights

International protection of human rights has been a very prominent issue in the area of international law since World War II. For the specific characteristics of human rights, there exists a politicalized tendency in international protection of human rights, that is, some countries exploits the issue to realize their own political interests by interfering other countries' internal affairs. Thus comes into being the politicalization of human rights, whose main manifestations are "human rights diplomacy" and "new interferism". The author of the thesis believes that the main reason of politicalization of human rights is the difference of forces among countries and the multipolarization of the world should be an important base for international protection of human rights.
