| 摘 要： | 本文旨在对国际上选举制度设计的宪政工程学进行考察和总结,并以此为基点探讨选举和民主的因果关系。现代民主制度的基础工程在于选举,不同的选举制度设计和制度安排对于民主制度及政党制度具有关键性影响,对选举过程的战略管理也是达成有序民主的重要变量。国际上的大量研究已经揭示出了其中的一些内在逻辑和规律,如"迪韦尔热定律"及其后续研究、分裂社会的选举制度设计研究、民主化过程中的选举管理研究等,本文对此分别进行论证和分析,从而揭示选举制度与选举管理对于民主转型和巩固的重要意义。 |
