| 摘 要： | 煤矿企业事故灾难应急机制的建立具有非常重要和迫切的意义。其内容应当涵盖三大部分,即领导责任体系、应急装备配置和应急处置方案。其实施措施包括应急预案的配套制度建设、应急预案的培训和演练、应急预案的宣传和推广、应急预案的政府监管。

| Abstract: | It is of great importance to establish the emergency system against accident disaster for coal corporations,which should cover three aspects： the duties of the headship,the equipment for emergency,and the plan for disaster treatment.As to the detailed measures for the accident,they refer to the system construction for the pre-plan for the accident,the training and practice according to the pre-plan,the propaganda and popularizing of the pre-plan,and the government supervision of the pre-plan. |
