| 摘 要： | 城市经济结构调整过程不仅为女性就业和再就业带来压力，也为女性就业和创业提供了发展机遇。国家就业政策需要从消极的劳动力扶助转化为积极的劳动力市场促进。国家就业管理的工作模式需要从配置就业岗位的“就业与再就业”模式，转变为创造就业岗位的“就业与创业”的工作模式，并实现就业发展、女性发展和城市发展的良性循环。

| Abstract: | Socioeconomic adjustment has applied pressures on women's employment,while it also provides opportunities for entrepreneurship and women development. The government should adjust the employment policy from "allocating employment positions" to "advancing employment through entrepreneurship",and put forward practical institutional improvements for the target. |
