上海市残疾人社会救助现状与对策建议

利用第二次全国残疾人抽样调查数据,从残疾人对社会救助的主要需求和残疾人接受社会救助两个方面,对上海市残疾人基本生存状况进行分析,发现医疗、康复和生活救助是残疾人最为迫切的需求,存在残疾人低保覆盖面窄、救助水平低和特殊残疾人群体社会救助不足等问题。在此基础上,提出完善上海市残疾人社会救助制度的对策与建议。

The Current Situation and Measures of Social Assistance for Disabled Persons in Shanghai

Supported by the data from the Second National Sample Survey on Disability in 2006, the author analyses basic living conditions of disabled persons in Shanghai coneerning the two aspects-their major demands for and acceptance of assistance from society. It is found that medical care, rehabilitation and subsistence aid are their most pressing needs, while such problems occurred as narrow coverage of disabled recipients of living allowanees, unsound aid measures, insuffieient help to special ones of the group and so on. Countermeasures and suggestions are therefore put forward for the city to perfect the assistance system.
