评冷战后墨西哥对外战略的转变

冷战结束后,受国际形势变化的影响,墨西哥对外战略思想发生了较大变化,突出强调经济至上,强调与发达国家建立密切的经济合作关系.其外交政策发生了两个重要变化外交政策"经济化"和"北美化".墨西哥的实践表明,发展中国家在经济全球化时代所面临的现实一方面要求更新主权观念,以积极灵活的方式行使主权,但另一方面,必需牢记发展中国家在旧的国际政治经济秩序中的弱势地位,从这个角度讲,主权的根本地位不可动摇,维护国家主权的观念并没有过时.

On the Transformation of Mexican Foreign Strategy after the Cold War

Influenced by the change of the international situation after the Cold War,Mexico's ideology of foreign strategy experienced profound transformation.The new foreign strategy which had the pragmatic and flexible characteristics particularly underlined the supremacy of economy,closer relationships of economic cooperation with the developed countries and discarding the position of the Third World.Directed by the ideology,the nation's foreign policy produced two important changes:economization and northamericanization.Mexico's practice indicates the fact that the realities developing countries are faced with in the epoch of economic globalization demand that the developing countries renew the idea of sovereignty on the one hand,but on the other,they must keep firmly in mind their weak status in the old international political and economic order.From this point of view,the fundamental position of sovereignty should not be shaken,the idea of safeguarding the sovereignty is not obsolete.
