论行业组织的作用与应对国外对华反倾销

近年来,中国企业频繁遭受国外反倾销投诉且应诉不力。国内外理论研究和实践经验表明,行业组织可以在应对国外反倾销投诉中发挥重要的作用,因为:行业组织是行业信息中心,建立有反倾销预警机制;行业组织能有效克服“外部性”,建立反倾销应诉体系;行业组织能加强企业的自律以及协作行动等。就目前情况看,我国的行业组织要发挥上述作用,必须在正确协调其与政府关系的基础上完善自身管理。

A Study on the Functions of Industry Associations and Their Role in Handling Anti-dumping Actions against Chinese Enterprises

In recent years Chinese enterprises have been frequently charged with dumping and failed to defend themselves effectively.Theory studies at home and abroad and practice indicate that(industry) associations are able to play an important role in anti-dumping cases in that industry associations are the information center for a certain industry and have set up the early warning mechanism for anti-dumping;industry associations can solve the problem of expenditure-sharing and organize how to respond to(anti-dumping) appeals;and industry associations can improve the self-discipline and coordination(among) enterprises.To play the above-mentioned roles,industry associations must first of all harmonize their(relations) with the government and improve their own management.
