西北地区农村资源产权制度的缺陷及其建设途径

基于制度经济学的核心内容与产权制度的核心地位 ,认为引发西北地区农村资源严重破坏的主要根源是农村资源制度的缺陷 ,制约农村资源破坏乃至实现西北地区农村资源可持续利用的主要措施和途径是农村资源产权制度建设。立足于西北地区农村资源产权制度中存在产权的拥有不稳定、内容不细致、关系不明晰、运用不顺畅等问题 ,提出西北地区农村资源产权制度建设应从保护产权拥有、明晰产权关系、丰富产权内容、保障产权应用等几方面着手

Defacts of Rights System and Construction Approaches for Rural Resources in Northwest China

This paper attributes the main reasons for the rural resources distruction to the defacts of rural resource(RR) rights in Northwest China on the basis of the core contents of institution economics and the dominant status of rights system. The main approach to control RR destruction and realize RR sustainable utilization is to build RR rights system. And this paper also suggests that RR rights system construction should protect property rights, clear rights limits, enrich rights contents and ensure rights application in Northwest China.
