| 摘 要： | 安全体系、空管安全管理体系、国际良航组织界定的SMS三者既相互关联，又相互区别。建立我国空管安全管理体系，需要对空管安全管理要素有很好的涵盖率和关照度。按照国际民航组织（ICAO）倡导的科学方法论的理念，结合我国实际，建构具有适切性、系统性、整体性特征的我国空管安全管理体系。

| Abstract: | safety system,ATC safety management system and the ICAO-defined SMS have something in common but also differ.The establishment of China's ATC Safety Management System requires a sound coverage of and concern about the factors in ATC safety management.According to the ICAO-advocated scientific methodology and characteristics of China,China's ATC Safety Management System needs to be established pertinently,systematically and completely. |
