| 摘 要： | 本文以实现帕累托效率的假设条件为立论基础，对导致环境问题的制度根源作了深入的剖析，认为导致环境问题的制度根源在于“市场失灵”和“政府失灵”，并对引起“市场失灵”和“政府失灵”的原因作了进一步的细分，为有针对性地提出环境保护对策作了理论准备。

| Abstract: | This paper, based on the hypothesis of achieving Pareto Efficiency, seeks to make a deepgoing analysis of the institutional causes of environmental problems and holds that market failure as well as government failure lead to envionmental problems. By making a further analysis of specific causes of market failure and government failure, the paper produces some theoretical suggestions aiming at countermeasures of environmental protection. |
