| 摘 要： | 开放政府是一种政府的理想状态,是构建高效、廉洁、务实政府的基础。开放政府要较透明政府、公开性政府更高一个层次,也具有更为丰富的内涵。公开透明政府、参与性政府、诚信的政府和尊重公民权利的政府是开放政府的应有之意,也是开放政府的衡量标准。我国要想达到开放政府的状态,就应该尽快建立起信息公开的机制、公民参与机制,努力培育每一位公民的权利意识,加快建立起政府和公民的互信关系。

| Abstract: | Opening government is an ideality state of government and a foundation for constituting a high effective integral and practical government.Opening government has rich connotation and is a higher state than transparency government.Opening government includes transparency participation credit and respecting civil right.If our country wants to become an opening government we should strike up information-opening mechanism and citizen-participating mechanism at the same time take effort to cultivate the right consciousness of every citizen set up the credit relationship between government and people. |
