城市低保政策中的退出机制评析

作为保障社会公正的制度体系,城市低保制度中出现的骗保等现象反映了公共政策的缺陷。政策设计不科学、执行遇到的制度阻力大、社会监督制度不健全是制约低保退出机制落实的根本原因。从现行的补救性措施及其障碍分析入手,提出完善低保退出机制的相应对策：进一步细化分类救助标准、健全就业渐退机制和就业联动机制、完善低保对象的全程监管制度、强化基层低保工作者的执行力度、完善政策法规和加强社会监督。
